Mr. Clarke is an industrial executive and enterprise builder with more than 30 years of leadership experience spanning energy, manufacturing, technology, infrastructure, and emergency management.

Throughout his career, he has led complex industrial organizations, project execution, operational transformation, and business scaling initiatives, including executive responsibility for industrial assets exceeding $2 billion and the launch of manufacturing operations that produced more than one million units during their first commercial year.

His experience spans general management, project development and execution, operations, commercial strategy, financial planning, organizational design, enterprise systems, and risk management. He has led multidisciplinary organizations integrating engineering, operations, finance, commercial, and technology functions.

As Chief Executive Officer of Quantum HPLE, Mr. Clarke leads the development of the company's large-scale U.S. Gulf Coast energy infrastructure project and the institutional systems, governance, commercial strategy, and organizational capabilities required to advance the project through development, financing, execution, and ultimately operations.

His leadership philosophy centers on disciplined execution, progressive risk retirement, institutional project formation, and building scalable organizations designed to endure.

Mr. Hamilton brings more than 30 years of experience across project management, engineering, and construction within the oil & gas, power generation, and mining industries.

His experience includes leadership roles involving major industrial projects, engineering coordination, construction execution, and integrated project delivery, with significant exposure to Fischer-Tropsch-related processes and large-scale industrial infrastructure development.

Mrs. Clarke brings extensive experience in business operations, organizational management, financial administration, systems implementation, and operational coordination across industrial, service, manufacturing, and contractor-based businesses.

Throughout her career, Mrs. Clarke led and supported organizations through operational restructuring, systems implementation, financial process improvement, and business growth initiatives. Her experience includes managing accounting operations, administrative systems, regulatory documentation, client coordination, and internal process development across multiple business environments. 

The organization is structured around cross-functional coordination between commercial development, engineering, infrastructure strategy, operational planning, and project execution disciplines.
